01 Leaders’ Remarks

Professor Ma Jing'an pointed out in his opening speech that chronic diseases have become a significant public health challenge affecting both society and the workplace population. Promoting High-Quality Workplace Health Management Pilot Initiative and facilitating a shift in public mindset from passive medical treatment to proactive health is the overarching trend for chronic disease prevention and control. As a major economic contributor in China, Jiangsu Province, with its vast working population of over 26 million and concentrated medical industry advantages, should take the lead in exploring new models of workplace health management within the framework of the "Healthy China" Proactive Health Strategy. He also pledged on behalf of Jiangsu's medical workers to fully support the project's development in areas such as conceptual upgrades, model innovation, and resource integration. They will actively address challenges related to public awareness, resource investment, and participation, rallying multi-party efforts to create a "Jiangsu model" that serves as a demonstration for the project, continuously empowering and contributing to the "Healthy China" initiative.

02 Interpretation of the High-Quality Workplace Health Management Pilot Initiative Framework

Professor Wang Zhanshan emphasized that workplace health management is a crucial scenario for implementing the "Healthy China" initiative, which prioritizes health development as outlined in the report. Enterprises must assume primary responsibility for health management and drive the transformation of the medical management model from "treatment-centric" to "health-centric." Through popular science education and the presentation of real cases, Professor Wang revealed the widespread nature of health risks among the workplace population and the urgency of shifting chronic disease prevention and control to an earlier stage. Based on this, he proposed a systematic management plan: establishing ten personal proactive health indicators and a four-tier framework, strengthening early screening and intervention for key chronic diseases among employees above a certain age, promoting medical-enterprise collaboration, and popularizing healthy lifestyles. He also called on enterprises at all levels to actively apply to participate in the High-Quality Workplace Health Management Pilot Initiative, thereby injecting robust strength into the construction of "Healthy China."

03 Introduction to the High-Quality Workplace Health Management Pilot Initiative Implementation Plan

Director Xu Ye delivered an in-depth analysis of the High-Quality Workplace Health Management Pilot Initiative Implementation Plan. He explained that the plan is anchored in China’s health-priority strategy and related policy support, and integrates enterprise supplementary healthcare benefits funds with health management resources. To address critical pain points—such as the absence of industry standards and difficulties in data collection and reporting—the program has convened expert teams to develop dedicated management standards and is building an integrated digital platform connecting employees, employers, and healthcare institutions. Xu emphasized that a four-tier framework is the centerpiece of implementation, designed to deliver more precise, personalized health management services for employees. Guided by three principles—data-driven operations, standards-based leadership, and multi-stakeholder collaboration—the project will systematically advance workplace health management toward greater standardization and sustainability by creating supportive health service environments, enhancing electronic health records, and rolling out intelligent risk assessments and personalized interventions.

04 Case Study: Best Practices in Workplace Health Management

Mr. Xiao Xiong shared the practical achievements of workplace health management at the Nanjing East Locomotive and Rolling Stock Depot, China Railway Shanghai Group Co., Ltd. during the conference. As a key railway unit serving multiple areas across Jiangsu and Anhui provinces, the depot currently employs 4,707 staff, with over half being train drivers. Addressing the specific health challenges faced by employees due to high-intensity work, they have established an integrated management model encompassing "regulations, services, and activities." The company proactively responded and applied for the high-quality health management pilot initiative. Guided by the implementation standards of the four-tier management framework, they implemented various measures, including establishing a "1+3+N" system, developing specialized physical and mental wellness programs, upgrading healthy canteens, pioneering integrated multi-item medical examinations, collaborating on the establishment of on-site medical clinics, and implementing hierarchical management and control of chronic diseases. As a result, employees' health compliance rate has significantly improved, the proportion of regular exercisers increased from 45% to 68%, and rates of "three highs" (hypertension, hyperlipidemia, hyperglycemia) and overweight have steadily declined. This has created a virtuous cycle where "health promotes safety, and safety drives development." Moving forward, the depot will prioritize intelligent and precision-driven initiatives, continuously optimizing health management services, thereby contributing to the construction of a "Healthy China" and a "Nation with Strong Transportation System."

05 Ping An’ s Insights and Practices in High-Quality Healthy Workplace

Mr. Huang Ji shared Ping An's advanced insights and practical achievements at the conference. Drawing upon the realities of corporate operations, he precisely pinpointed the core pain points in employee health management. He further emphasized that the development of a healthy workplace has long moved beyond the traditional framework of "employee physical examinations + medical insurance." This necessitates multi-party collaboration to unify industry standards and integrate high-quality resources, fostering a concerted effort to create high-quality healthy workplace benchmarks truly tailored to the needs of Chinese enterprises. In recent years, Ping An has fully leveraged its industry-leading capabilities in deep demand insight, service operations, and compliance assurance. It has innovatively explored and launched the "Ping An Corporate Health Protection Plan," assisting numerous corporate employers in establishing a "professional and convenient" healthcare services system, continuously enhancing employees’ sense of benefit fulfillment and health sustainability. As of now, Ping An has forged deep partnerships with over 4,500 domestic enterprises, transforming the concept of high-quality healthy workplace construction into tangible, real-world results.

Mr. Su Dong, Deputy General Manager of Ping An Good Doctor also stated in an earlier interview that healthy workplaces are a crucial support for the "Healthy China 2030" initiative. Ping An, leveraging its strengths in intelligent healthcare and health management, will collaborate with various sectors to develop comprehensive and precise healthy workplace solutions. The company aims to safeguard employee health with its professional capabilities and inject healthy momentum into the high-quality development of enterprises.

06 Q&A

During the conference, an interactive Q&A session was held, where representatives from various enterprises and public institutions eagerly posed questions regarding the application process for the " High-Quality Workplace Health Management Pilot Initiative." In response, Xu Ye clarified that the project is a purely public welfare initiative. Applications from businesses will incur no fees. Applicants can submit information via a dedicated channel, completing the online application simply by scanning a designated QR code. The entire application process is fully digitalized. The working group will uniformly provide electronic application forms, maintain real-time communication, and promptly address any specific questions from companies throughout the application process.

07 Concluding Remarks

Secretary-General Wang Zhanshan delivered a closing address. Drawing upon his personal experience of inadvertently misusing hotel mosquito repellent and insights from health management practices at the University of Michigan, USA, he underscored the critical importance of health safety and management. He highlighted that a key achievement of this conference was the clear articulation of the responsibility to provide high-quality health services for employees, a point he substantiated with examples of commendations and practices from central state-owned enterprises. He observed a significant shift in employees' perception of insurance, moving from mere "protection" to a focus on "health," and noted their increasing desire for professional guidance in health promotion and risk prevention. Looking ahead, he stressed the importance of leveraging the unique features of China's employee health examination system to foster multi-stakeholder collaboration and workforce development in health management, thereby upholding the principle of prevention as paramount. Secretary-General Wang expressed his hope for Jiangsu Province to see the emergence of even more pioneering pilot units. He also extended an invitation to all attendees to convene in Beijing on December 12, 2025, for the "National Pilot Project for Innovation and Integration in the Prevention and Control of Major Chronic Diseases and High-Quality Workplace Health Management Pilot Initiative Work Experience Exchange Conference," aiming to collectively advance the efficient expansion of high-quality workplace health management initiatives.
